カントン・ティチーノでは近年、ダイナミックで世界的にネットワーク化された
バイオテック産業が発達しており、SRFラジオの報道では、この地方は既にスイ
ス製薬産業の拠点バーゼルと比肩される位置に在る。ベリンツォーナ市に拠点を
置く「生物医学研究所(IRB)」は免疫学を専門とし、コロナ・ヴィールスと闘う
研究で成功している。更に、COVID-19治療薬の計画で国際的に知られるIRBのス
ピンオフ企業「Humabs Biomed」は、同社の新規抗体薬が、現在欧米で緊急承認
を取得している。「Humabs Biomed」は、2017年から米バイオテック企業「Vir
Biotechnology」の一部になっている。カントン・ティチーノには、「ヘルシ
ン」や「イブサ」のような世界で活躍する製薬会社が有り、ここ数年幾つかの
新しい企業やスタートアップ企業が進出している。2010年に「生命化学企業」
は24社だったが、現在では39社になっている。「ライフ・サイエンス」という
用語は、英語とドイツ語とでは全く同じではない。ティチーノの「生命科学産
業」における価値創造は、過去10年でスイス全土の平均より11％上回っている。
特にバイオテック企業の成長は著しく、「生物医学研究所(IRB)」は、ヴィール
ス学の分野で国際的に高い評価を得ている。大ミラノ圏に近いのでティチーノ
は、バーゼルの様に生命科学分野で経済の牽引役になる可能性がある。

dynamische und weltweit bestens vernetzte Biotech-Industrie; die Region
wird im Bericht von Radio SRF bereits mit dem Schweizer Pharma-Standort
Basel verglichen. Das "Institute for Research in Biomedicine (IRB)" mit
Sitz in der Stadt Bellinzona (TI) ist auf Immunologie spezialisiert und
forscht erfolgreich im Kampf gegen das Corona-Virus. International
bekannt sind zudem Plaene fuer ein Medikament gegen COVID-19 des IRB-
Spin-off "Humabs Biomed"; das neu-artige Anti-Koerper Medikament des
Unternehmens hat jetzt eine Notfall-Zulassung in Europa und auch in
den USA erhalten. "Humabs Biomed" gehoert seit 2017 zum US-Biotech-
Unternehmen "Vir Biotechnology". Der Kanton Ticino (TI) ist die Heimat
von global taetigen Pharma-Unternehmen wie "Helsinn" oder "Ibsa";
einige neue Firmen und Start-ups haben hier ihren Betrieb aufgenommen
in den letzten Jahren. Es gab 2010 24 "Life-Sciences-Firmen", heute sind
es 39 Unternehmen. Der Begriff "Life-Science" ist auf Englisch und auf
Deutsch nicht ganz deckungs-gleich. Die Wert-Schoepfung in der "Life-
Science Industrie" im Tessin ist in den letzten 10 Jahren mit mehr als
11% schweizweit ueberdurchschnittlich stark gestiegen.
Besonders stark gewachsen sind Bio-Tech-Firmen; betreffend Virologie
geniesst das "Institute for Research in Biomedicine (IRB)" Weltruf.
Mit seiner Naehe zum Grossraum Mailand (Greater Milan Area) besteht
die Chance, dass das Tessin, wie Basel, zu einer Wirtschafts-Lokomotive
im Bereich "Life-Science" werden koennte.

スイスでは経費節約の為に事務の仕事を外国に移転させている。製薬会社ノヴァ
ルティスの人員削減は既に長年計画されていたが、コロナパンデミックで処理が
加速している。在宅勤務の普及で外注が促進され、仕事がスロヴェニアに移され
るようになった。現地では既に5,800人のノヴァルティスの従業員が働いており
、ノヴァルティス最大の生産拠点の１つになっている。雇用は、インド、マレー
シア、メキシコ、チェコ、アイルランドにもビル管理、人事、情報技術などのサ
ーヴィス部門が移されている。全ては2017年に発表された経費削減計画の一部で
、ノヴァルティスは年間10億ドルの経費削減を目指していると、グループの広報
担当スギモト・サトシ氏は説明する。人員削減は主に新技術、サーヴィスセンタ
ーへの機能統合等に依るもの。社員の福利計画では、解雇通知は4ヶ月前に通知
され、6ヶ月の休職が続く。社員は職場にいなくても給与は全額支給され、これ
を英語では「Garden Leave(庭いじりの休暇)」と呼ぶ。ノヴァルティスがこれま
でに発表した移行解決策無しの解雇人数は199人で、社員約260人の処遇は未だ模
索中。ノヴァルティスは未だ約900人をバーゼルの「事業サーヴィスセンター」
で雇用を維持しようと考えている。FHNW（スイス北西部応用科学芸術大学）の
デジタルビジネス担当講師マルク・K・ペーター博士によると、パンデミックに
よる在宅勤務化に伴い、多くの企業で海外への業務委託が課題になっている。

sogar; Stellen werden nach Slowenien verlegt. Dort arbeiten bereits 5800
Angestellte von Novartis; es ist inzwischen einer der groessten
Produktions-Standorte von Novartis. Stellen wanderten auch nach Indien,
Malaysia, Mexiko, Tschechien und Irland ab; es sind Service-Dienste, wie
etwa Gebaeude-Management, Human Resources und Informations-Technik.
Das Ganze ist Teil der 2017 angekuendigten Spar-Massnahmen; mit dem
Abbau von 2150 Stellen in der Schweiz, will Novartis seine jaehrlichen
Kosten um eine 1 Mrd. US-Dollar senken, erklaert der Konzern-Sprecher
Sugimoto Satoshi. Der Stellen-Abbau ergab sich vor allem durch neue
Technologien, Zusammenzug von Funktionen in Service-Centern usw.
Es gibt einen Sozialplan fuer die Angestellten; die Entlassung wird
4 Monate im Voraus angekuendigt und erfolgt per Freistellung von
6 Monaten. Der volle Lohn laeuft noch weiter, obwohl die Angestellten
nicht mehr im Buero sind; auf Englisch heisst dies "Garden Leave".
Novartis musste bis jetzt nur 199 Kuendigungen ohne Anschluss-Loesung
aussprechen; fuer rund 260 Angestellte wird noch nach Loesungen gesucht.
Novartis will noch rund 900 Stellen des "Business Services Center" in
Basel behalten. Laut Prof. Dr. Marc K. Peter, Dozent fuer Digital
Business an der FHNW (University of Applied Sciences and Arts North-
Western Switzerland), wird die Auslagerung von Stellen ins Ausland bei
viel mehr Unternehmen zum Thema, dies als Folge des HomeOffice aufgrund

スイス政府（連邦評議会）はコロナ検査を更に増やす意向で、政府によると、
現在PCR検査だけでも7日平均で1日45,000件実施されている。しかし、ラボの
報告では、現在既に実施能力が限界に達している。更に、政府は検査を受けた
人のコロナ証明書の有効期限を短縮する意向で、PCR検査の有効期限を72時間
ではなく僅か48時間とし、迅速抗原検査の有効期限も48時間ではなく24時間に
する。学校にはプールテストの実施が義務付けられ、これによって「プールさ
れたPCR唾液検査」への参加が可能になる。次に、これらは実験室で分析され
る。ベルン市では、現在鼻腔綿棒を使う検査結果は、最長72時間待たなければ
ならない。グラウビュンデンやツューリッヒ等他のカントンでも、遅れが生じ
ている。検査結果の遅れに応じて、コロナ・ヴィールスが長い時間拡散される
問題がある。カントン・バーゼルラント(BL)等では、検査場での待ち時間が長
いという報告も増えている。連邦政府は、検査能力に関して一般的な問題は無
いと考えている。連邦公衆衛生局（FOPH）によると、スイス全土の検査機関は、
1日当り約6万件のPCR検査が可能で、最大では8万件迄可能。ヒルスランデン・
グループでは、複数のラボが連携しているので、現在の検査量でも充分対応出
来ると説明。ヒルスランデンでは、週に約3万件のプール検査を実施している。
「ドクター・リーシュ・グループ」によると、パンデミックが始まって以来、
検査機関の人材探しは困難を極めている。「ターゲス・アンツァイガー紙」に
掲載された記事によると、検査室では、試験管にQRコードを貼り付けたり、コ
ンピュータでテストフォームを読み込んだり等、未だに手作業が多い。チュー
リッヒ市に在る「検査室コミュニティー 1（lg1）」では、サンプルが一杯入っ
た「袋」を毎日検査している。
Laut Schweizer Regierung (Bundesrat) sollen (noch) mehr Corona-Tests
gemacht werden; laut Bund sind es derzeit allein 45'000 PCR-Tests
taeglich im 7-Tage-Durchschnitt. Es gibt derzeit aber bereits Meldungen
von Labors, die an Kapazitaets-Grenzen stossen. Zudem will die Regierung
die Gueltigkeits-Dauer der Corona-Zertifikate fuer Getestete verkuerzen;
ein PCR-Test soll nur noch 48 statt 72 Stunden und ein Antigen-Schnell-
Test noch 24 statt 48 Stunden gueltig sein. Schulen sollen verpflichtet
werden, Pool-Tests durchzufuehren; diese ermoeglichen die Teilnahme an
"gepoolten PCR-Speichel-Testungen". Diese werden anschliessend im Labor
analysiert. In der Stadt Bern muss aktuell auf das Ergebnis eines PCR-
Tests mit Nasenabstrich bis zu 72 Stunden gewartet werden. In anderen
Kantonen sei es auch zu Verspaetungen gekommen, genannt werden Kanton
Graubuenden und Zuerich. Das Problem bei spaeten Rueckmeldungen ist,
das Corona-Virus kann sich eventuell laenger verbreiten. Es gibt wieder
vermehrt Meldungen von langen Wartezeiten vor Test-Zentren, z.B. Kanton
Basel-Land (BL). Beim Bund sieht man kein generelles Problem bzgl. den
Kapazitaeten. Laut Bundesamt fuer Gesundheit (BAG) haben die Labore
schweiz-weit Kapazitaeten von approx. 60'000 PCR-Tests pro Tag, mit
einer Spitzen-Kapazitaet von bis zu 80'000 PCR-Tests. Die Hirslanden-
Gruppe erklaert, das aktuelle Test-Volumen koenne gut bewaeltigt werden,
weil mehrere Labors angebunden seien; Hirslanden fuehrt derzeit rund
30'000 Pool-Tests pro Woche durch. Laut der "Dr.-Risch-Gruppe" sei die
Personal-Suche bei den Labors seit Beginn der Pandemie sehr
herausfordernd. Der Bericht im "Tages-Anzeiger" erwaehnt, dass es im
Labor noch viel Handarbeit gibt; QR-Codes auf Test-Roehrchen kleben,
Test-Formulare am Computer einlesen etc. Bei "Laborgemeinschaft 1
(lg1)"in der Stadt Zuerich sind taeglich "Saecke" voller Proben zu

ドイツでは、4ヶ月半前に発生した大洪水からの復興で職人が不足している。
余りの不足に、ケルンの手工業会議所の所長がスイスに向かって、「我々には
あなた達が必要だ」と言い、我々にはスイスの職人が必要で、ドイツではスイ
ス職人の腕前を求めていると。スイスで訓練を受けた職人達に、食事や宿泊の
世話をしようと考えている。現在使われていないホテルがあるので、それを利
用出来る。又、ドイツの方が賃金が低いので、スイス並にしたいと考えている。
彼は、「今の状況では、1ユーロ単位で値引き交渉すべきではない」と言う。
興味のあるスイス企業や個人は、ウェブサイト「handwerk-baut-auf.de」から
登録出来る。

He says we need Swiss Craftsmen; Swiss Quality is in high Demand in
Germany. He wants to take good care of trained Swiss Craftsmen with Food
and Accommodation. There are currently unused Hotels that can be used.
The Head also wants to accommodate the Swiss in Terms of Wages, which
are actually lower in Germany. He says, "I don't think we should haggle

「Exlterra」という会社の存在がある。この革新的な技術を同社は、「Nucleus
Separation Passive System（NSPS）」と呼んでいる。「特に、高速粒子（陽電
子）を使い、その自然の力を土壌中に存在する放射性同位元素に向けて、その構
造を破壊する。」疑念を避けるために、チェルノブイリの国立エコセンターの責

1) ［Life Science］はドイツ語では［Lebenswissenschaft] と言うが、ヴィキ
ペディアでは「生命科学」のドイツ語版は［Biowissenschaften］と表記されて
いて、英語版は［List of life sciences］だ。類義語としての「生物学」や
「生物科学」は、独英それぞれ［Biologie］［Biology］でギリシャ語が語源。
生命科学は、DNAの分子生物学が誕生してから新しく作られたものだそうだが時
代と共に使われ方も同じ意味に使われる事があると、書かれていた。
2) コールセンターが外国にアウトソーシングされているのは、今では当たり前
になっているが、コロナ渦で在宅勤務が日常になりつつある今、雇用の不安が出
てきたようだ。つい最近、スイスの失業率が改善されていると報道されたのも束
の間、オミクロン株の出現で、未来は又もや不確かになるのか？
3) これまで医療現場の状況は様々伝えられてきたが、Covid-19検査の実情は、
殆ど報道されてこなかったように思う。検査は果てしなく続くかのようだ。
現場に対する政治家の理解が果たして正しいのか、いささか心配になる。(A.H.)
